What is FMCIDP?
The FMCIDP program is designed to be both instructional and rehabilitative. The 16 hour, 7 week curriculum follows the Change Companies Interactive Journaling model which involves visual as well as oral instruction accompanied by a student workbook. Participating students will be required to follow weekly lessons in their workbooks and complete all homework assignments.
Mission - "NYS Highways Safer"
The Mission of the Fulton-Montgomery Counties Impaired Driver Program (FMCIDP) is to make Fulton and Montgomery County Highways safer for motorists and their families. Working together, saving lives, reducing the number and severity of accidents, and losses caused by drivers impaired by alcohol and drugs.
Program
Details
If convicted of an alcohol or drug related driving offense, your license or privilege to drive in New York State will be revoked or suspended.
If the NYS Department of Motor Vehicles determines you are eligible (and you do apply) for a conditional license or conditional driving privileges, you will be mandated to participate in the NYS Impaired Driver Program. A conditional license will allow you to legally drive within certain limitations.
Time
Classes begin promptly at 6:30 pm and end at 9:00 pm. Motorists are asked to arrive 15 minutes early to be prepared for class.
Cost
The cost of the class is $233.00 payable by cash, check or money order. Checks should be made payable to “FMCIDP”; Payment options available only with advance arrangement by contacting Thomas Traskos at (518) 866-9369.
Screening and Referral
All NYS Impaired Driver Program participants are required to complete a written self-inventory. Some participants will be referred for a formal substance abuse assessment as a result of this self-inventory.
A referral for assessment may also result from:

Results of a written self inventory.

Two or more alcohol related convictions within 10 years.

Arrest for an alcohol or drug related driving violation while enrolled in the FMCIDP Program.

Attending class under the influence of alcohol or other drugs.

A student self discloses as substance abuse problem (asks for help).

Motorist admission they are currently involved in a treatment program.
The court may mandate the Impaired Driver Program as a condition of your sentence. This does not guarantee you will be granted a conditional license, but will still be required to take the IDP Program.
The Fulton-Montgomery Counties Impaired Driver Program (FMCIDP) is designed to be both instructive and rehabilitative. The primary goal is to prevent repeat drinking and drugged impaired driving, thereby reducing the accident potential of high risk participants, making NYS highways safer for motorists and their families.
Classroom Phase
The FMCIDP program is a mandated 16 hour, 7 week curriculum that follows the “Prime for Life” model which involves visual as well as oral instructions, accompanied by a student workbook. Weekly sessions follow in sequential order, building upon the previous weeks lesson.
Classroom Rules
Class participants must report to class on time and are expected to actively participate in the program, including all assignments.
If a participant misses a class, they will be rescheduled to the next available session, beginning with the class they missed.
Two missed classes without contacting the FMCIDP Director at (518) 866-9369 will result in an automatic drop from the FMCIDP program and loss of conditional license.
Participants must not be under the influence of alcohol or any other mood altering substances during or prior to sessions.
Confidentiality must be maintained at all times. All information discussed and shared within the FMCIDP is confidential.
Failure to complete all phases (including evaluation or treatment, if required) of the FMCIDP will result in the loss of your conditional license. The original suspension or revocation will then be fully reinstated.
Note: A conditional license is not valid for driving a vehicle that requires the operator to hold a commercial (CDL) driver license or taxicab. Conditional licenses are not valid driving to and from high school.
